The Philly Belle is a variety of tulip named after Philadelphia. It's a gift from The Netherlands, showing an appreciation for the Philadelphia Flower Show
However based off people's reactions on reddit -- It seems like the flowers are simply placed in the park to spark beauty in the city, and add a bit of brightness to the May flowers that come from the April showers!
The Flower Show is happening in Philly June 4th.
